والدین کے ایصالِ ثواب کی نیت سے، اور خاندان کے افراد کے مابین باہمی تعاون، خیر خواہی اور ہمدردی کے فروغ کے لیے ایک خاندانی فلاحی فنڈ کے قیام کی تجویز پیش کی جاتی ہے۔ اس فنڈ کے تحت خاندان کے تمام اراکین اپنی استطاعت کے مطابق ماہانہ بنیادوں پر ایک مشترکہ بینک اکاؤنٹ میں مالی حصہ جمع کروائیں گے، تاکہ وقت کے ساتھ ایک اجتماعی سرمایہ تشکیل پا سکے جسے متعین قواعد و ضوابط کے مطابق استعمال کیا جا سکے۔

اس فنڈ کا بنیادی مقصد سنگین طبی حالات، مہلک بیماریوں، ہنگامی جراحی، یا وفات جیسے نازک مواقع پر مالی معاونت فراہم کرنا ہے۔ اگر کوئی فرد ذاتی حیثیت میں کسی کی گھریلو یا دیگر ضروریات میں اضافی تعاون کرنا چاہے تو وہ اس کا مجاز ہوگا، تاہم اس فنڈ کا استعمال صرف مخصوص اور طے شدہ حالات تک محدود رہے گا۔ اس ضمن میں اہلِ خانہ اپنی آراء پیش کر سکتے ہیں، تاہم اس نظام کی بنیادی ترجیح طبی ہنگامی حالات تک محدود رہنا ہے تاکہ اس میں اجتماعی شرکت برقرار رکھی جا سکے۔

قواعد و ضوابط

خاندانی فلاحی فنڈ کا بنیادی مقصد انتہائی سنگین اور ہنگامی نوعیت کے طبی حالات، شدید بیماری، مہلک امراض، بڑی جراحی یا وفات کی صورت میں مالی معاونت فراہم کرنا ہوگا۔ چنانچہ یہ فنڈ عمومی یا غیر ہنگامی ضروریات کے لیے استعمال نہیں کیا جائے گا۔ 1

مذکورہ مقصد کے تحت واضح کیا جاتا ہے کہ معمول کے طبی معائنے، معمولی بیماری یا غیر ہنگامی اخراجات اس فنڈ سے ادا نہیں کیے جائیں گے، تاکہ فنڈ اپنی اصل غرض و غایت تک محدود رہے۔ 2

مزید برآں، فنڈ سے فراہم کی جانے والی مالی معاونت مکمل اخراجات کی صورت میں نہیں ہوگی بلکہ دستیاب وسائل اور مریض کی طبی حالت کو مدنظر رکھتے ہوئے جزوی طور پر دی جائے گی، جو عمومی حالات میں تقریباً بیس فیصد تک ہو سکتی ہے۔ 3

وفات کی صورت میں بھی اسی اصول کے تحت فنڈ سے ایک متعین اور پیشگی طے شدہ رقم فراہم کی جائے گی، جبکہ بقیہ اخراجات مرحوم کے اہلِ خانہ یا ذاتی معاونت کے ذریعے پورے کیے جائیں گے۔ 4

فنڈ سے استفادہ کے اہل افراد میں آٹھ بہن بھائی، ان کے شریکِ حیات اور ان کے بچے شامل ہوں گے۔ اگر اس دائرہ کار کو اگلی نسل (پوتے پوتیاں / نواسے نواسیاں) تک وسعت دینا مقصود ہو تو متعلقہ والدین کی باقاعدہ شمولیت اور مالی تعاون لازمی قرار دیا جائے گا۔ 5

بیرونِ ملک مقیم اہلِ خاندان کو عمومی طور پر اس فنڈ کی ضرورت پیش نہیں آئے گی، تاہم اگر وہ وطن میں موجود ہوں اور علاج کے اخراجات برداشت نہ کر سکیں تو اپنی باقاعدہ شمولیت اور مالی تعاون کی شرط پر فنڈ سے استفادہ کر سکیں گے۔ 6

چونکہ یہ فنڈ مخصوص طبی مقاصد کے لیے قائم کیا گیا ہے، لہٰذا اس سے فراہم کردہ رقم صرف مریض کے علاج اور متعلقہ طبی اخراجات پر صرف کی جائے گی، نہ کہ تیمارداروں، معاونین یا دیگر افراد کے ذاتی اخراجات پر۔ اسی تسلسل میں واضح کیا جاتا ہے کہ اس نظام میں ختم، نیاز یا دیگر عمومی فلاحی سرگرمیاں شامل نہیں ہوں گی؛ ایسے معاملات میں ہر فرد اپنی صوابدید سے علیحدہ طور پر تعاون کر سکتا ہے۔ 7

فنڈ کے انتظام و انصرام میں مکمل شفافیت کو بنیادی حیثیت حاصل ہوگی۔ ہر خرچ کی مستند رسید متعلقہ گروپ میں شیئر کی جائے گی، اور ہر ماہ بینک اکاؤنٹ کا بیلنس منتخب اراکین کے سامنے پیش کیا جائے گا تاکہ مؤثر نگرانی اور آئندہ منصوبہ بندی ممکن ہو سکے۔ 8

انتظامی شفافیت کے پیشِ نظر اس نظام میں کسی ایک فرد کو فیصلہ کن اختیار یا ویٹو پاور حاصل نہیں ہوگی۔ تمام اہم فیصلے باہمی مشاورت اور اتفاقِ رائے سے کیے جائیں گے تاکہ نظام کی پائیداری اور اعتماد برقرار رہے۔ 9

یہ اصولی و اخلاقی نکتہ بھی واضح کیا جاتا ہے کہ اگر کوئی فرد یا اس کا خاندان مالی طور پر مستحکم ہو اور اپنے علاج کے اخراجات بآسانی برداشت کرنے کی استطاعت رکھتا ہو تو اسے فنڈ سے معاونت کا مطالبہ نہیں کرنا چاہیے۔ اگرچہ اصولی طور پر وہ اہل شمار ہوگا، تاہم اس فنڈ کی ترجیح اُن افراد کو دی جائے جو حقیقی طور پر مالی ضرورت اور دشواری کا سامنا کر رہے ہوں، کیونکہ اس کا بنیادی مقصد ضرورت مندوں کی معاونت ہے۔ 10

ابتدائی مرحلے میں انتظامی سہولت کے پیشِ نظر میرا ذاتی بینک اکاؤنٹ استعمال کیا جائے گا۔ اس اکاؤنٹ کے ذریعے انجام پانے والے تمام مالی لین دین باہمی رضامندی، مکمل شفافیت اور طے شدہ اصول و ضوابط کے مطابق ہوں گے۔ مزید برآں، تمام مالی معاملات کی مکمل جواب دہی اور ذمہ داری میری ذمّے ہوگی۔ 11

With the intention of conveying reward (*Esaal-e-Sawab*) to our parents, and to promote mutual cooperation, goodwill, and compassion among family members, the establishment of a Tasleem Compassion Trust is proposed. Under this fund, all family members will contribute financially—according to their capacity—on a monthly basis into a shared bank account, so that over time a collective pool of resources can be built and used according to defined rules and regulations.

The primary purpose of this fund is to provide financial assistance during serious medical situations, life‑threatening illnesses, emergency surgeries, or in the event of death. If any individual wishes to offer additional personal help for someone’s household or other needs, they may do so voluntarily; however, the use of this fund will remain restricted to specific, pre‑defined circumstances. Family members may share their suggestions, but the core priority of this system is to remain focused on medical emergencies so that collective participation can be maintained.

Rules & Regulations

1.

The fundamental purpose of the Family Welfare Fund is to provide financial assistance in extremely serious and emergency medical situations, severe illness, life‑threatening conditions, major surgeries, or in the event of death. Therefore, the fund will not be used for general or non‑emergency needs.

2.

In line with this purpose, it is clarified that routine medical check‑ups, minor illnesses, or non‑emergency expenses will not be covered by the fund, so that it remains dedicated to its original objective.

3.

Furthermore, the financial assistance provided from the fund will not cover full expenses. Instead, partial support will be given based on available resources and the patient’s medical condition—generally up to approximately twenty percent in normal circumstances.

4.

In the event of death, a fixed and pre‑determined amount will be provided from the fund according to the same principle, while the remaining expenses will be borne by the deceased’s family or through personal contributions.

5.

Those eligible to benefit from the fund include the eight siblings, their spouses, and their children. If this scope is to be extended to the next generation (grandchildren), then the formal participation and financial contribution of the respective parents will be mandatory.

6.

Family members living abroad will generally not require assistance from this fund. However, if they are present in the home country and unable to afford medical expenses, they may benefit from the fund provided they are formally participating and contributing financially.

Since this fund is established specifically for medical purposes, the amount provided will be used solely for the patient’s treatment and related medical expenses—not for personal expenses of attendants, helpers, or others. Similarly, *khatm*, *niyaz*, or other general welfare activities are not included in this system; individuals may contribute to such activities separately at their own discretion.

Complete transparency will be a core principle in the management of the fund. Authentic receipts for every expenditure will be shared in the relevant group, and the monthly bank account balance will be presented to selected members to ensure effective oversight and future planning.

To maintain administrative transparency, no single individual will have decisive authority or veto power. All major decisions will be made through mutual consultation and consensus to preserve trust and sustainability.

It is also clarified as a moral and ethical principle that if an individual or their family is financially stable and capable of bearing their own medical expenses, they should not request assistance from the fund. Although they may technically be eligible, priority must be given to those who genuinely face financial hardship, as the primary purpose of the fund is to support those in real need.

11.

In the initial phase, for administrative convenience, my personal bank account will be used. All financial transactions conducted through this account will be carried out with mutual consent, complete transparency, and in accordance with the agreed rules and regulations. Furthermore, full accountability and responsibility for all financial matters will rest with me.

Additionally, improvements and amendments may be made over time based on need and experience, provided that every change is made with transparency, mutual consultation, and preservation of trust, ensuring that the true spirit and objectives of the system remain intact.
